Secretary of State George Shultz met with a Soviet deputy foreign minister Monday for talks that could pave the way for the next superpower summit meeting. Shultz's meeting with the Kremlin official, Aleksandr Bessmertnykh, was the highest level U.S.-Soviet contact since midMarch and came after a flurry of diplomatic maneuvers on arms control issues. There was no word on the details of the Shultz-Bessmertnykh talks. Meanwhile, the Reagan administration issued a cautious response to Soviet leader Mikhail Gorbachev's pledge to withdraw some troops from Afghanistan. "Similar withdrawals announced in the past were part of regular rotations of troops without any decrease in the total number of Soviet forces in Afghanistan," said State Department spokesman Bernard Kalb.

Kalb said Shultz and Bessmertnykh were "reviewing the whole range of U.S.-Soviet relations and seeing how we can best move forward in the weeks ahead." Bessmertnykh was the highest level Soviet official to meet Shultz since he talked with Soviet Prime Minister Nikolai Ryzhkov in Stockholm at the funeral of assassinated Swedish Premier Olaf Palme. Accompanying Bessmertnykh to the State Department were Yuri Dubinin, the Soviet ambassador in Washington, and two embassy officials. After talking with Shultz for about an hour, the Soviets met for several hours with other administration officials, including Rozanne Ridgeway, assistant secretary of state for European affairs. Marino lived the American dream. Born in Pennsylvania to Sicilian immigrant parents, Mr. Marino eventually founded two businesses. Mr. Marino, 59, of Northville, died Saturday.

He had "a God-given talent for business," according to his son, Vincent. In 1960, he foundCharles Marino ed Exotic Rubber and Plastics Corp. of Farmington. Later, he founded CJM Farms which breeds and trains Morgan horses. Mr.

Marino served in the U.S. Marine Corps in the Pacific during World War II and, upon completion of his military service, graduated from St. Francis College of Pennsylvania in Loretto. He moved to Detroit in 1946. Besides his son, survivors include his wife, Audrey; three other sons, Charles David and Thomas; five daughters, Lisa, Michelle, Charlotte Callaghan, Jeannette Brevik and Wendy Cole, and 15 grandchildren.

Ford, 76, chairman of the Federal Communications Commission in the final months of the Eisenhower administration, has died of cancer in Hinsdale, Ill. (Ben) Maidenburg, 76, former executive editor and publisher of the Akron Beacon Journal, has died, apparently of a heart attack, at his home in Akron, Ohio. Maidenburg was an editor at the Miami Herald and Chicago Daily News, and was Sunday editor of the Free Press from 1939 to 1942. After working at the Beacon Journal in jobs, Maidenburg retired in 1975 from many the paper to become president of the Knight Foundation, a charitable organization. He retired from the foundation in 1978. Roxie Weatherly, 83, mother of civil rights activist James Meredith, has died in Jackson, Miss.

Meredith, who desegregated the University of Mississippi more than two decades ago, taught last year at the University of Cincinnati. Hernando Aviles, 72, a Puerto Rican singer, guitarist and founder and lead singer of the famous trio Los Panchos, has died in Mexico City. Aviles, Chucho Navarro a and Alfredo Gil formed the Los Panchos in 1944. Aviles had suffered a heart attack last Sept. 19, apparently induced by the devastating earthquakes in Mexico City that day.
