DHR’s Equity Commitments

  1. Strategically review and revise human capital practices, processes, and policies to address any instances of discrimination or disparate impact on applicants and employees; and its adverse impact on students and the communities that we serve.
  2. Review and assess recommendations related to educational and workplace inequities that impact the DOE community.
  3. Promoting and providing resources and dedicated spaces for ongoing dialogue about race, bias, and equity within the DOE.

DHR Offices

Chief Talent Officer/Chief Human Resources Officer: Patrick fa*gan

As the Chief Talent Officer/Chief Human Resources Officer for the New York City Public Schools, the nation's largest school system, Patrick fa*gan oversees the spectrum of human resources work for over 140,000 employees. Patrick has served in a number of roles for NYC Public Schools including, Budget Team Lead, Network Leader, Deputy Cluster Leader, Senior Manager for Human Resources, Director of Operations, and most recently Deputy Chief Human Resources Officer.

Office of HC School Support (HCSS)

The Office of HC School Support (HCSS) provides a comprehensive service center where prospective pedagogues, clinicians, paraprofessionals and substitutes can help with their educational and career concerns. HCSS supports employees by offering relevant resources to facilitate their transition into the NYCDOE, contribute to personal development, enhance academic success, and enhance career skills.

HCSS is led by Dr. Peter Ianniello, Executive Director.

Office of Field & Information Services (OFIS)

The Office of Field & Information Services (OFIS) provides comprehensive support services to field and central HR staff on personnel operations. Field Services supports HR staff on pedagogical staff appointments, transfers, separations, resignations, and much more. OFIS’s certification office evaluates prospective teacher credentials and ensures that current teachers’ certification requirements are fulfilled. The supervisory support services office oversees the implementation of HR policies concerning DOE supervisors (e.g., principals and assistant principals), while the salary services office is responsible for processing salary changes for teachers, guidance counselors, school psychologists, school social workers, school secretaries and lab specialists.

OFIS is led by Renee Harper, Executive Director.

HR Connect

As a shared service center, HR Connect serves as the frontline of the Division of Human Resources (DHR) and utilizes its partnerships with the other departments under DHR to channel their information so that applicants, employees and retirees are able to receive comprehensive service, support and solutions via a single point of contact.

HR Connect also provides important HR processing functions through the Medical, Leaves and Records Administration, Health Benefits and Data Management Units, and numerous support teams.

HR Connect is led by Len Rubino, Executive Director.

Office of Employee Relations

The Office of Employee Relations is responsible for overseeing any concerns that may arise regarding DOE employees and vendor employees.In addition, the office provides general support related to inquiries or issues regarding DOE employees. Its teams include the Office of Personnel Investigation (OPI), Personnel Employment Tracking System (PETS), GoPass, and the Office of Occupational Safety and Health (OOSH).

Employee Relations is led by Katherine Rodi, Executive Director.

Office of Classification, Compensation, & Civil Service (OCCCS)

The Office of Classification, Compensation, & Civil Service (OCCCS) provides human capital support for central and field offices, as well as for H-bank school-based support personnel. OCCCS is comprised of three divisions: the Civil Service Management Unit (CSMU); Classification & Compensation; and Human Capital Administration Data Management and Policy Planning.

The OCCCS team is led by Walter Glass, Executive Director.

Office of Teacher Recruitment and Quality (TRQ)

The Office of Teacher Recruitment and Quality (TRQ) is responsible for providing a robust and diverse teacher pipeline to ensure that every student has the opportunity to learn from an excellent educator in every one of our public schools. In addition to helping schools and principals make thoughtful staffing decisions, the office provides system-wide supports to honor and respect the teaching workforce. TRQ’s programs, initiatives, and work streams include those focused on teacher recruitment, educator development, staffing support, promoting the equitable distribution of teachers across the system, and supporting teacher retention and recognition.

TRQ is led by Amy Way, Executive Director.
